I don't really know what my favorite would be, it's not really a good genre, they all age so horribly. Like 20 years ago when I saw T2 I would have rated it 10/10, but now it's like a 7.5/10.

The Raid is fight scenes for the sake of fights scenes
T2 has much more clever setups for the action and there's an actual story to go with it
The Raid is good for what it is but T2 is an all around superior movie no question

If you're qualifying their quality as movies and not as action, then you concede Oldboy or Crouching Tiger are superior. You played yourself. Also, you didn't list Die Hard.

Diehard is a great action movie no doubt, but it's more about the plot than the action itself
Cameron is simply superior to McTiernan on a technical level
much more complex setups for the action, camera movements are more fluid and precise etc.

So essentially: if a movie is too good, it's no longer action, so it doesn't count, despite Crouching Dragon having tons of fights. And if a movie has too much action, its not enough of a serious movie, so it fails as an action movie, despite the Raid having infinitely better choreography. This is so convenient for you: one way or another they can't win.

I'm saying Oldboy is a good movie but doesn't deliver as much on the action front as T2
same for Crouching Tiger

it might have superior fight choreography because that's all the movie is, but that doesn't mean the overall action is superior
T2 is much more creative with its action, you have stunt work on helicopters, stunt work on motorcycle, large scale action and setups etc.

Honestly the only quip I have with Aliens is that it completely killed the mythological aura of inevitable horror that surrounded the Alien and just turned it into a glorified spacebug. Even Alien 3 with all its gaping flaws portrayed the relentlessness of the monster much more efficiently
