Objectively all of those shows were better too. The big difference if we're being fair though is that HBO is a paid service and not a network that you can over the air for free though. Cable is also dead and has been dying since the 2000 in large numbers. Sports are the only thing keeping it on life support.

It’s quite likely because in the interval between the first and last seasons streaming became the new paradigm and people aren’t so willing to base their schedules around tv broadcasts anymore.
Things may change in the future if technology backslides due to censorship or economic collapse but who now would want to pay a subscription for something like HBO when you could pay for a streaming service to watch things whenever you wanted? Hard disk DVRs are a thing but you still have to make the commitment to watch far in advance, you can’t just pick a series and watch it.
When I was a kid we didn’t even have VCRs yet, I have boxes and boxes full of old tv series that I painstakingly recorded on videocassette to watch in the future and I honestly can’t be assed to open a tv listing anymore, i have more important things to do than manage all that tedium.

It was basically a generic family sitcom that hit enough demographic buttons to get pushed really hard, in the 90’s they had it in one of those daily 2-episode syndication overload things so people just watched it.
it wasn’t iconic like Seinfeld, wasn’t quotable, but at the same time it wasn’t offensive, no sex or masturbation jokes, no religion, just generic sitcom refined to catch dads with the dad humor and young girls with Jonathan Taylor-Thomas the pretty boy that all the 5th grade girls swooned over.
You could watch home improvement with your family and it wouldn’t embarrass anybody and everyone would look at the tv at least part of the time because it had something mediocre for everyone.
it was kind of the last of the old sitcom paradigm while it’s contemporary Seinfeld was the first of the new paradigm.
In short, when you flipped through the channels with your family you would find a shitload of crap and niche interest things and you would finally settle on Tim Allen making caveman sounds because nobody said “change this”

it’s kind of a misleading metric to use series finales, since most popular shows become unpopular before cancellation and often get shifted to a death slot in their last season. Family Matters for example was huge because of Urkel but by the time the show ended he was in his mid 20’s and he was pretty well built but still trying to play off the nerdy kid angle and everybody just stopped watching
