All underrated.
GoldenEye reinvented Bond for a post-Cold War era. It made him a surprisingly likeable figure thrown out of time in the brave new world of the 1990s, with safe sex, political correctness, computers, and women in charge.
The World is Not Enough is also highly underrated, with a clever plot (perhaps too clever?) that is only revealed in the third act. Denise Richards isn't as bad as you remember, though the breast enlargement surgery she had halfway through production creates some very strange continuity problems.
Die Another Day is pure fun, and Halle Berry as Jinx is my personal favorite Bond girl of all time. There was serious talk of her getting a spinoff movie.

Goldeneye and TWINE are just straight up really good. I honestly can't remember anything about Tomorrow Never Dies. The hovercraft sequence, sword fight and car duel in Die Another Day are all really good, but the film is otherwise bad (Halle Berry and the awful CGI sequences especially).
