She didn't get the vengeance she wanted for Rhaegal's death. It was one thing to lose Viserion to the Night King. He died trying to save her and the world. Rhaegal's death to scorpion bolts would have gone unpunished and the surrender was robbing her of the fiery retribution she envisioned in her mind. She exacted her retribution anyway. In her mind it was a just exchange.
I wasn't sure of this explanation until Tyrion all but stated she did it because of Rhaegal's death during his conversation with Jon.
