Japan has made some great kino cinema but live action tv series eludes them. All the talent is either VAing anime or acting in movies.
Japanese people do not look like anime (nor does anyone really but at least white women can generally look much better in the top percentiles). The pool of attractive Japanese women is very small, and so is the pool of decent actors, so trying to get both in one package becomes a unicorn hunt

I still stand by saying Japan HAS made some great kino, but most of the stuff that comes from there is garbage, especially in the modern day.
