Not really, historians painted him as such but nothing tangible really supports this, if anything his reign is nothing but a record of his numerous failures. It's far more likely he was largely embellished by time because the legitimacy of the empire hinged on the idea of him being considered great by history.

Wrong. The fact is that he himself established the hypemachine in his own life. Pax Romana, Ara Pacis, everything connecting with this happened under his direct leadership. Then Roman values and norms. Stark contrast compared to his predecessors. He cemented the trust into the system that lasted until the end of the empire. You can easily diminish his military skills and put them on the shoulders of his generals, but you can't possibly deny his firm grip on the throne.
