Sometimes it's just a matter of some real tangible wrongdoing or about honoring some old agreement (Russia for example pledged to give money to countries that USSR took after WWII but didn't do that, they're still legally obliged to do it but Russia traditionally doesn't honor international agreements). It's another thing entirely when a country founded after the war expects to get their hands on property (or money equivalent) on something that never belonged to them or any of their citizens but, because of being left with no heir, belong to the state.
Property with heirs can be repartriated even if the person lives on a different continent I don't know any European country that doesn't have this law, entire streets can be closed down due to these disputes.

I didn't read the pic but I assume it's about 4 million being changed to some other number. Obviously the 4 million was what Soviet experts calculated, They counted the capacity, time of operation (they even removed one year just because) with hundreds of other variables.
