Initially they probably don't expect the show to go on that long, and actors guild shit probably doesn't allow for reasonable buyout clauses if the show does tank. So it's a lot more expensive when you don't know for sure something is going to do well.
After they find out the show does well, the actors obviously know as well, and so they won't sign a long contract without a big payout.
