To call them "racist" is missing the point because the stereotype Tolkien is invoking with them isn't one of modern racism, it's one of antique civilization's stereotypes towards barbarians and how it evolved in following centuries.

The Three Elven Rings never were directly touched by Sauron, instead he worked through others to give them to the Elves.
As such, they actually were useful in their stated purpose (to protect their people and give the will to lead). That and the Elves who had them were all venerable and knew full well not to abuse their power.
As such the Elf havens of Rivendell and Lothlorien could still fall under the protection of Elrond and Galadriel, respectively, as they used the Elf rings for good. (The third was Cirdan, master of the Grey Havens, who gave his to Gandalf.)
When the Elven Rings were rendered useless that was the last nail in the coffin, really. The Elves were already on their way out, but losing the last ounce of magical protection they had probably encouraged them to just cut their losses and leave.
