Yes, but without an immediate heir to Highgarden, the castle defaults back to the top liege, so after Randal and such died, it and horn hill defaulted to Cersei, and then when Danerys took Westeros they became hers, and when Jon killed Danerys they were left in limbo until Bran became King.
The King has the duty to confirm the rulers of holds in his realm, and until he does so, seizing those castles would be basically an invasion of the royal demense which would be treason firstly but also drag all of the other Reach houses into war with you as they'd want to earn brownie points by stopping you.

The first Great Council was truly swayed by the House that had made the most political connections. We can assume that the next Great Councils will follow suit.
If another Walder Frey type of figure arrives who starts marrying all his kids into all the families of Westeros, this elective system will suit them the best as they'll have the most interkingdom connections. Or if a figure comes who will bribe the other Council lords with government positions or gold, they'll be able to take themselves to the top.

Seriously, I doubt anyone who was involved in coming up with "Elective Monarchy is best for Westeros" has ever opened a history book. And as they haven't done it, so shall I. As Westeros is clearly based on medieval European history, I would like to discuss the two major elective monarchies in medieval and early modern Europe: The Holy Roman Empire and the Polish-Lithuanian Commonwealth after the Union of Lublin 1569.
The Holy Roman Empire is perhaps the only state that can pride itself to be both a elective monarchy and a state that at least mostly worked for some centuries. We should not forgot how ancient even the Ottonian HRE is (it was founded in 976), and that during these time basically every European monarchy was at least somewhat elective. Any king might have a preferred heir, but he can't rule without the consent of his dukes - having an heir that both the king and his major vassals agreed one was a surefire way to have a at least mostly orderly succession. I would also like to point out that the medieval HRE was technically not an elective monarchy, as the Emperor was personally appointed by the Pope. The Kingdom of Germany however was an elective monarchy, and only the King of Germany could be appointed Holy Roman Emperor by the pope, so for all intent and purposes the Empire was as well.

Still, in the end the political system of medievel Germany was its undoing. Because in the end even elective monarchy is just a way for the ruling dynasty to legitimize its rule. Whenever the HRE was in the hand of a lasting dynasty, it did (relatively) well. When it was subject to constantly changing ruling houses though, it fell apart. That the Hanseatic League was at its height, and the Swiss Confederacy got its start, when the Empire was at its most chaotic is by no way a coincidence. After the great crisis of the HRE in the Late Middle Ages and the adoption of the Golden Bull, there was no longer any path for the HRE to unify or at least a modern, unified state to arise within its borders as long as the broken system continued. And it took Napoleon Bonaparte for this to happen in 1806, 450 years after the adoption of the Golden Bull and over half a millenium after the realm slid into deep crisis.
But hey, it's still not as bad as the colossal fuckup that was the Polish-Lithuanian Commonwealth. See, for the first century or so of Jagiellon rule under good old primogeniture the PLC did rather well for itself. It might've quickly lost its easternmost territories to the rising Grand Principality of Muscovy, but it remained one of the strongest and most properous realms in Europe. But then the Jagiellons were about the breed themselves out of existence, and fearing the effects this would bring (Haaaaaaaaaabsburgs), it was officially decreed that the Sejm (think of it as the House of Congress, but stuffed with real nobles instead of de facto nobles instead) would from now on elect the Polish-Lithuanian kings.

As the Sejm was supposed to ratify the king's decrees, this was ... problematic.
Over the next few centuries the Commonwealth deteriorated. Wars with Sweden, Russia and the Turks kept it busy, while internally it began to fall behind the times as the Sejm was strictly opposed to any form of political modernization.

In the early 18th century, a man has had finally enough of the anarchy in Poland. In 1717, a compromise was struck between the two opposing side that would bring an end to the unrest in Poland, ratified by the so-called Silent Sejm. In it were without doubt some good stipulations, such as making rebellions by the nobles finally illegal and one of the first budgets in Europe.
But it also limited the size of the Polish army to ~20,000 men. What. To put that into context, the oh so famous Polish relief force that ousted the Turks from Vienna was 18,000 men strong. What. And of course the liberum veto was left intact. What.

Bran has the loyalty of House Tully, Aryn and House Stark of Winterfell to be fair, and since he would've needed to appointed by Bran, Bronn would serve Bran's interests too. Gendry is too limp dicked to likely pose much of a threat and the Westerland's army is in tatters since Grey Worm executed everyone. House Lannister and House notMartell can't really do anything to him as it stands, but it would likely have troubles down the line, assuming Bran doesn't have a master plan to rule perpetually using his powers.

It's set in a pseudo-medieval era and in that sense it's empowering for women, letting its female characters become knights, assassin's, and queens in a patriarchal world. Yes it was triggering watching the rapes but that's just how things were back in the day. You didn't have to watch it, you are free to bury your head to the state of medieval (and in many cases modern) reality.
You also seem to forget where the show, in one way or another, condemned those who raped and harassed. Sexual violence towards women was in no way glorified. Get over yourself. Therapy helps.
