I think he started a project that was beyond him as a perfectionist. He started out writing a trilogy, and then just kept making it longer. Around when Dance came out, he did say he was toying with the idea of an eighth book. I think he realized he's made his plot too large to end in 2,000 pages without D&D style execution, and it's killing him. So he keeps scrapping and rewriting, especially because he's famous now and the expectations are now much higher. It's really an unenviable position.

Also he said in his latest blog he was in the writer's room for a new show coming soon and that he couldn't say anything about it. It could be Arya's Adventures or something.

It's all easily fixed with proper proposition. Make Dany become more like Maegor (very cruel but not insane) rather than like his daddy) and Bran an extension of childrens/Bloodraven who wanted to took control of the Seven Kingdoms for the sake of everyone (and the eternal desire of the former). This way the book ending would be more than decent while still following the show ending
