They would be stupid not to make a sequel. The audience rating of this film is very solid, and the problems people have with the film ultimately boil down to 2 points:
1) Hugo is a weak character.
2) The ending is too rushed.
The first issue is already out of the way and #2 would be an easy problem to correct when writing the sequel. All of the hard aspects of creating a good franchise have been realized. Establishing a very likeable main character, interesting world, expansive storyline etc. These are all of Alita's strongest points. WETA put countless hours into Alita's CG character which can be reused for the sequel. Other digital assets and the physical set of Iron City remains.

it seemed like there's pretty much no school. Zalem probably keeps people ignorant and healthy enough for Factory work and not much else. It seems like once you're old enough to be alone, your life is focussed on acquiring money. People don't seem to have much hate for Zalem lording above them; there's no trace of Iron City resenting Zalem aside from Ido having a personal grudge.
