Holy fuck I just read a 100 pages analysis of the RBMK design.
Now I understand why physicists think Dyatlov was just a scapegoat and wasn't responsible.

The reactor design was made in such a way that it would have blown up anyway. The reactor was so big that even its designers couldn't predict it's behavior at low power so they just wrote in the technical documentation "try to avoid operations below 200 MW thermal"
They knew since the beginning in 1968 that a single fuel channel rupturing could blow the 2000 tons lid up and destroy the reactor but dismissed it as unlikely to ever happen so they didn't have to throw the whole design into the trash.

Oh and for those who wonder why they wanted to cool the core even though they were told it was destroyed : in the soviet manuals for civilian reactor operations, the engineers were told to cool the core at all cost in case of absolute emergency.
The designers made scenarios and procedures to follow in case of reactor destruction, earthquake and plane crashing onto a reactor, but it was classified as highly unlikely to ever happen, so the engineers were never told about all of that.
That's why instead they were told that RBMKs couldn't explode even if the designers knew very well it could happen during normal operations

Pretty much any developed nation or even semi developed has detectors to spot radiation. They are quite simple devices really.

They are just transistors of a particular metal oxide with a particular gate voltage. Radiation induces defects (hole/electron pairs) which change the metal oxides conductivity giving a new signal. That's why the flash lights went out or the helicopters radio staticed out, that radiation was changing the electrical conductivity of the materials in the electronics so they didn't work anymore.
