The Lannisters are all hyper-focused around one specific thing, as you said. Jamie was the ideal knight but was awful at managerial things, including commanding other knights. Cersei is a good ruler, very good at commanding respect and protecting her people, but really bad at making allies and compromising. Tyrion is the ideal politician who is amicable to everyone and easily forges alliances and friendships but is hard to respect as a threat, physically or in a war situation. Combined they'd rule efficiently and with an iron fist, but they were never able to act cohesively, primarily due to Tywin himself.
