from the "underdog" perspective, luke is the nascent good guy who helps hurt the big bad empire. but the big bad empire presided over decades of peace and order across the galaxy. people weren't shown as starving. far from it. even luke's uncle and aunt looked healthy on their moisture farm. so even though the emperor was portrayed as this evil dictator, who used fear and violence to control, at least shit was orderly...up until the fucking rebels started blowing shit up.
