Seriously, his process is literally 1. cool scene pops up in his head; 2. come up with some way to arrive to that scene; 3. go on logically from there, maybe other cool scenes pop up in his head, if not it just fizzles out to the end. Alternatively it's 1. cool setting / scenario pops up in his head; 2. explore it to content; 3. end it whatever. Much different from GRRM's process of writing every major plot point first and then filling in the gaps to go from one to the other.
