Because media in general in the 80s and early 90s was about having fun. And horror movies in particular were about that feeling when you're in an amusement park and they have one horror attraction. All you needed was suspension of disbelief to enjoy it.
Late 90s and further media became more and more about being "credible" rather than enjoyable. Despite bullshitting you as often as earlier, it didn't matter if it was portrayed in a way that seemed plausible. Coherence became more important than fun, and in horror movies it devolved into oversaturation of gore. Also, villains are rarely charismatic, it's more important how effective they are. Nowadays they'd rather create a villain with a bigger heads count than one who genuinely enjoys killing and transmits that.

yeah you're right about all of that and especially about modern villians, shit like "terrrifyer' doesn't hold a candle to freddie, pinhead, etc

On some level, I was like that. People think we're weird. People think we're nuts for not seeing this movie. I remember the time my uncle was like "Why don't you just watch this movie, because it's weird" and I was like "I don't get it. You're doing exactly that, because it has bad jokes, so what's not to like about that?" It was fun, and he was a little bit of my uncle.
Even worse though is the way horror directors have tried to justify their style of horror through "cool," instead of fun, and what we're currently seeing is both the opposite and an expansion of this trend. From The Abyss to the Evil Dead Movie , what we saw with the Evil Dead movies was that what was fun could be boring to a large audience, which meant it lacked that tension that you might feel in other types of media, like filmic drama. What we were seeing in the Evil Dead series was something new, which has been described as "a zombie movie but without camp". You can't look at this story without seeing the fear. This fear is so powerful that it's very easy to think you'll never be able to have it again.
Now when I was younger I would watch the horror movies that are about horror villains and those guys were often bad guys, but there weren't so many that were actually evil but there were those they loved killing. Now you're thinking, well it's always been like that. Well maybe that's why they all liked to kill. We only get to see the bad guys, we don't get to see how the personality's developed. You don't know how their heart has gone and you probably never will!

Check out R.L. Stine’s Haunting Hour if you haven’t already. It’s a much better written and acted version of Goosebumps.

Teen witch? Goosebumps? So you were a 90s kid. It’s all good. All the best creepy stuff was in the 70s and 80s. With titles like “I drink your blood” and “Satans Claw”. It was a real demented time and anything goes when it came to horror.
I personally think horror died when Scream came out I’m the mid 90s.

3. instantly created an iconic horror movie villain
4. one of the first 'teen slashers' that used tropes that would become cliche in time, like sexual teens getting killed, the teen going off alone for something getting killed, etc.
5. launched Jamie Lee Curtis's career as a 'scream queen' (at the time she was just the somewhat homely daughter of two legendary attraictive Hollywood stars)
