Tolkien was quite good at world building which is where people call him a master. No one is comparing Tolkien to Dostoyevsky. LOTR are at the end of the day children's books.

I've actually read the major works of Tolstoy and Joyce and I still consider Tolkien to be a great writer. Not as good as them but still. It's not just pulp like ASOIAF, it's more like pseudo-mythology. And for the record I enjoyed the ASOIAF books too
