Human Instrumentality is basically eternal life, while being at one with everyone around you. It's a thoroughly alien concept for a human being to try and wrap his head around, which is not being alone in your mind anymore but being exposed to the thoughts of everyone around you and being at one with all of humanity, but the assumption is that it will probably be good as it will end all the pain and suffering that comes from individuality. Either outcome (instrumentality never begins / instrumentality completes) is fine, but what EoE leaves you with is an awful middle ground where everything is completely fucked

Pretty sure Anno said he wasn't against the idea that for some people 'running away' through Instrumentality was the better option, just not for Shinji (or Asuka); the ending is championing free will in deciding how one reacts to circumstances more than saying "Instrumentality good/bad"
Would Instrumentality make the perception of one another universal or individual? We see the mind of Shinji going through it and accepting the need of other people in his existence as he breaks the barriers in this immaterial reality but I never understood if others were actually summoned there to help him through the process or if everyone was just going through their own thing.. I guess the idea of being an alien concept like you say makes it difficult to reach a conclusion
I think the whole point of instrumentality is that you still exist but the AT field that allows you to retain your individuality is destroyed, so I suppose that it's kind of like hearing voices in your head, except they're not voices but actual human beings, and you're capable of perceiving them completely and also you are able to full perceive their thoughts and memories and shit. It's very weird, like I said. It doesn't sound pleasant to us now because everyone likes a bit of privacy but who knows
