No. GOT is pretty damn bad and GRRM as the typical nerd that he is ends up trying to elevate his books to a level that they're just no where near. Tolkien is the obvious target for him, but he's no where near Tolkien. He'd be better off comparing himself to J.K. Rowling.

GoT is more in depth with the whole monarchy system and the struggle for power, while LOTR is more black and white, and good vs evil.

The world of GoT is boring and uninteresting to me because it has almost no fantastical elements aside from dragons and ice zombies. I think it would a lot more interesting if there were more fantasy races or creatures thrown in.

The books have a lot of fantasy but it's relegated to the background, only being mentioned as things from far away lands and myths while keeping the things that are actually portrayed as magically low as possible since in Westeros and the nearest parts of Essos magical stuff has been pretty much genocided.
