In the prologue to A Dance With Dragons, we learn a lot about warging from a dying Varamyr Sixskins. Warging into a human is the greatest abomination. We read what happens when a dying Varamyr as he tries to warg into Thistle and she basically claws her eyes out, bites her tongue off, and kills herself. We also learn in the ADWD prologue "Slipping into a dog's skin was like putting on an old boot, its leather softened by wear. Bran is the one who ends up on the iron throne. He has seen the future and knows certain things need to take place to secure the seat for himself, such as other main characters killing each other. Him seemingly not doing anything is exactly what will give him power by the end of the season.

He learned after Hodor that no matter what happens the events in the future will happen so there is no point in changing anything. He can either sit there and let it happen or try to change an event and that event becomes the very thing that make the situation what it was in the first place.
