His motivations was "I want to fuck the queen" and his character arc was fucking the queen, this is referenced subtly in his conversation with Jamie when he mentions that he fucked the queen. This is why his final confrontation had to be with Jamie, who also fucked the queen.

To be fair, she almost did. Her strategy was superior to Tyrion's and if it was a traditional fight, she would have won.

Cersei needed allies to keep House Lannister as a half-credible threat in S7/8.

They kill one dragon with an ambush and miss a fuckload of shots after. Maybe the rush and ego gave them some false sense of hope, but even Cersei seems the type to have a Plan B if the dragon isn't killed.
