The writers are a bunch of pompous and vapid idiots who think making parallels with modern politics is some ground breaking method of writing a story. The thing is, it ruins the story because the average politics of a person in the industry are heavily skewed to the left and they don't know anything more than 'have ebil white people do ebil things and have a woman or minority look strong.' GRRM understood and that's why the first half of the show was so much better than the second half, they ran out of book material and all they had was the regular industry/activist writers to fill in.
Stannis would have hanged anyone for raping during a battle. Same with many other Lords like Randall Tarly for example. But it would still happen none the less and more would get away with it than there were ones who were punished.
