Here's what an actual arc would have been:

The only major problem(s) with Cleganebowl in the show is that it makes fuck all sense for Sandor at that point, and doubly so once Gregor's helmet comes off. Who the fuck wants revenge against a dead man? The Hound should have just fucked off at that point.

At the same time there's a religious uprising against the noblemen and the church percieved degeneracy, and Cersei is currently awaiting a trial by combat. Since Jaime wont come, she will pick Robert Strong to defend her against the Champion of the Faith that has yet to be revealed. Some think this guy will be Sandor.

There's just a new 8 feet tall guy that came out of nowhere ever since the Mountain died that doesn't eat, drink, speak, or leave his full plate of armor.
I enjoyed it for what it was, but what it was was empty fanservice. It had the narrative weight of a napkin. Gregor could have squashed Sandor like a bug, or Sandor could have hacked him to pieces in a blind rage, or the Keep could have fallen in on their heads and each outcome would have had exactly the same impact on the story.
It didn't even carry forward the running subtext of Sandor proving that honor arises from your soul, not titles or vows. He's presented as having never risen above himself to a higher, more noble cause than vengeance. He goes to his death consumed in the fire of his own fraternal hatred. That's neither an enlightening nor particularly satisfying character arc.

It was shit, what should have been one of the best duels in the series is one of the worst. Also, a suicidal desire for revenge makes zero sense for a character who has always prioritized survival. To make it even remotely acceptable:

If you watch the after episode stuff with the writers, they geniusly reveal that somehow the Hound knew there was a big pit of fire on the ground below and deliberately tackled the Mountain into it, THUS he overcame his fear of fire and got revenge for his brother burning his face when they were young

He found god twice (first with the monk and then with the brotherhood, getting visions from the lord of light). He was, for the most part, a reformed man (or actually, he was always a decent guy, he just didn't allow himself to believe it, but both Sansa and Arya realized this), and he should've stayed that way.
Basically they fucked him in the same way they fucked Jaime's arc, as both are about redemption and being the best version of themselves. If they were going to fuck one of them at least give the other a decent ending, for fuck's sake.
