It was odds on from the beginning of the books she'd go crazy, but not in such a terribly written way. All of the characters on this show have done really bad things at this point, even Ned and Jon execute criminals even when their crimes (running away from the wall because you're scared?) are not that bad or understandable. Best explanation for it is probably that she realized her reign over Westeros was fucked unless she went full dictator. King's Landing was asked for help in the battle against the undead, and instead they fortified and prepared for war against her. Her armies saved all life in Westeros and King's Landing only wanted her dead. They deserved it.
