Stannis was harsh but it was because he applied justice where it was needed, which turned out to be pretty often in an unjust world. Joffrey was harsh because he got off of inflicting pain and power tripping. Stannis was a ruler who led from the front and commanded respect from his men, and Joffrey was a petty coward whose men only followed him out of fear. Stannis knew how to rule, and Joffrey's reign was only barely held together by Tywin.
