the NK still serves a societal function - a place to dump prisoners without needing to pay in space and resources to keep them in prisons, and without devolving into capricious use of capital punishment. In the abscence of a northern threat, it would probably become something of a pan-national prison - shared between the seven kingdoms, sworn to remain neutral of them and thus safeguarding the rule of law to a degree. Plenty of institutions persist well beyond their primary function for whatever secondary functions that came to develop. The problem really is that there is no explanation for its leadership status atm and it may need to be refitted with new leaders; something the show probably won't bother with.

in a medieval society the whole economy was reliant on agricultural manpower, which necessitated a large underclass. the common people literally spent half their income on food.

well, you can't have armies in that kind of economy without having a massively unequal society with strong figureheads that are depicted as inherently better than everyone else. societies that tried to function in another way still had to have celebrity kings-in-name-only and an oligarchy of aristocrats to fill the role of the King's advisors.

Monarchy literally evolved like that because of human beings + economics, not because of it making people happy. without the industrial revolution we'd still be in the same situation and governments which tried to be too liberal would just get conquered.

The Nights watch owns the land up to two weeks south of the wall, the original gift of 1 week and a later queen's gift that double it to 2 weeks, They had recruited peasants and some people were deported their in a plan to make the Night's Watch self supporting but so far it had been just a few villages and horse ranches near castle black and some mountain man loner types.
