Why would Tyrion encourage Jaime to go talk to Cersei? She sent an assassin to kill them. Tyrion tried to talk to her twice, didn't work and only made things worse. Why not tell Jaime to disguise himself and escape as far away from the city as he can instead? Tyrion knew Jaime was in danger from both the attacking army and maybe Cersei this way. It was sending him to his death and Tyrion should have known that.
