The Targs didn't really design Kings Landing though, it just sort of sprang up around their fortress there. The original fort wasn't even anything impressive, just a pile of logs called "the Aegonfort" that the Targs shunned in favor of Dragonstone. It wasn't until Maegor built the Red Keep there that the Targs started to heavily invest in Kings Landing, and even then it wasn't until King Jahaerys that any real city planning was done. It's thanks to Jahaerys KL has sewers, roads, and walls, and all that other nice shit. Without him it'd still be a ramshackle assemblage of random buildings thrown up around a castle.

Even with all that, the Targs never really built KL to be dragonproof, because A) nothing was really dragon proof and B) they didn't like to plan for the eventuality of being at war with their own family.
