Yes, and if a queen has no kids or all all the kids are dead before her, upon their death the line of succession passes to her oldest surviving sibling, if they are dead it passes to the next sibling or the oldest child of the sibling.

So constitutionally after last night's episode Tyrion is king, but it looks like they're ignoring that for plot.

It ALWAYS goes to the oldest male relation if no children survive; upon the death of Robert and his children it should have passed to Stannis, if he's dead then Renly, if they're both dead the oldest male relation (cousin, for example). If none exist then chaos.

Cersei had no claim other than as a regent, and as powerful regents go they often try to take power.
