Why would he kill the only person he cares about in the world? Cersei is not even that bad, she's just portrayed as being cold and evil, but if you see things from her perspective then all her decisions makes sense.

He clearly admitted he was a piece of shit when he left Winterfell, but after having a heartfelt moment with his brother, it would have been a cruel confirmation to show Jamie disregard his plea at the first opportunity.

you're not wrong in your argument, the problem is the way it was done; it is stupid screenwriting. either a character evolves or it doesnt.
you can not make an arc and suddenly throw everything in the air. it's absolutely frustrating. he starts to change, actually changes, but then goes back to be the exactly piece of shit he was before. it's like all he has been through didn't happened at all. that's the problem.
for me there are these two options a. he could be less of a piece of shit; making him evolve just a bit showing some kind of remorse when meeting cersei, or in the end. some glimpse that he is the guy that was fighting in winterfell. b. he could hesitate while changing, showing some internal conflict that maybe he was still the same dude.
there are many examples of portrails of addicts on tv and movies, they are good and understandable, none are nonsense like this character arc.
