It's everything else from marketing, to salaries, money deals and sponsorships etc. Because theyre paying so many high profile actors so much, and there are so damn many of them, I wouldn't be surprised if total costs were around 2 billion

Hollywood companies also set up funds as tax write-offs, like charities. For example, you set up a charity corporation. You "donate" a huge pile of money to them, but because of the way you do it, you're exempt from taxes on it. The charity then buys tickets and distributes them, which funnels money back into your studio (and also jacks up the number of tickets bought, albeit artificially). However, because you're paying huge distribution fees (to another corporate entity), you aren't actually making a profit, and if you're actually making a loss (on paper) then you get refunds and rebates etc. from the government. This also means anybody on a contract of "paid a percentage of net profit" officially gets paid nothing, because the movie has, technically, not made any profit. And is why "net profit" is bullshit, because you're never paid it (and is why RDJ's "gross dollar" deal for Avengers led to him walking away with millions while the rest of the cast were stuck on net profit and standard fee contracts, meaning they got $200k tops or something).
