Yes they use it twice (Three times if you count the the movie watching scene. Which isn't a reference but I'll allow it) but it's still one reference to point break.
That's basically what they do in the whole movie, though. In the first half you have all these seemingly random scenes and quotes and then they turn them around.

It's a limp stream of sight gags which fails to make the most of its premise, the murder mystery's twist comes out of nowhere and lacks impact, and the buddy action movie slant is played for broad laughs rather than knowing, respectful homage like Shaun did with the zombie genre
