It's Bronze Yohn Royce. He's an important lord in the Vale. He BTFOs Ned and Roderick Castle in an anime training session at Winterfell, I assume he was duel wielding.

He also heads the Lords Declarant, who attempt to remove Baelish from his Lord Protector status of the Vale.

yohn royce is quite based in the books, hes just a pompous twat in the show.

Oh, it's also worth mentioning that he wears his Bronze armour (which is why he has the moniker of 'Bronze Yohn Royce') because it is an heirloom of his branch of house Royce. It is bronze plate armour covered in runes, which are supposed to act as protective wards. He isn't a gaylord, as far as the books are concerned, as he has 3 sons and a bunch of daughters.

Go back and watch the first episode of GoT, and you'll see his son, Ser Waymar Royce, of the Night's Watch, encounter and get killed by a White Walker in the prologue.

most important figure in the Vale aside from Petyr atm. has his ancestral bronze armor covered in runes, did well in the tournament melees (he wins the one held in GoT iirc). he's the main opposition to Petyr's plans of taking over the vale through Sansa and Harry the Heir.
