Of course it could, it would just be VERY difficult to pull off. You need actors that can act but also look like they know how to fight and have ripped bodies haha. The hair and costumes are doable actually, They don't need to be over the top as long as the sorta resemble their original design in some way.

True, mature fans like myself mostly care about the characters. Fighting is only a tool the characters use to improve themselves constantly. Saving the world/galaxy/universe is taking a bad situation and learning from it.
The best episodes are the fillers where the characters take a break from life and hang out with each other. This wouldn't be possible with bad (poorly written) characters.
