A turned off nuclear plant is about as safe as anything. U235 is fissile, but it's not really unstable, with a half life of 700 million years. Once you bombard it with neutrons it gets going, but once you stop, it's fine. Scram the reactor and walk away and nothing will happen. Latent heat of decay is also largely negligible.
