Tolkien made a world from the ground up and nurtured it well into his late years. He put love and care into his work. GRRM falls into the same category as Rothfuss and Rowling, struck gold by phoning in some cash grab schlock and bungled it when it blew up. Their works were made to cater to a specific audience, whereas Tolkien wrote because he had to get it out of his blessedly autistic system - and it shows.

Harry Potter is literally better written in most ways. Rowling has vastly superior prose, and is far superior at building suspense and character relationships, and her non-pov characters are better realized.
HP is obviously not nearly as complex tho, with only one POV character vs the dozens in ASOIAF and a far larger world, so expecting the same pace from both writers is idiotic
