This. The problem is that it was too complex in its exploration of the drama. Back in a time when there was still a certain degree of room to play around with characters (i.e., they didn't really belong to a billion dollar corporation) there was simply not enough smashing in a Hulk movie. Also:

Joe Fixit as he calls himself is smarter than the classic Savage Hulk, but not nearly as intelligent as Banner. He is also far more arrogant and conceited, but not as strong as the green Hulk.
What you saw in the movie was Professor Hulk, who again isn't as strong as the regular savage version, because he isn't as angry.
