Actually in countries like the ones located in sub saharan Africa, infrastructure or the lack there of, is the cause of famine, not the lack of food but the absence of the means to relocate it and deliver it to those starving.
That being said thanos is two kinds of dumb fuck. He is an idealist that does not concider small problems to be problems at all since he's a "big picture" guy rather than focusing in real life.

not just starving. Thanos wanted to solve issues like global warming. Keep in mind that there are a lot of advanced civilizations in the MCU that were probably approaching the Great Filter, which Thanos' home planet of Titan was destroyed by.
