Dany was crazy long before she even got to Westeros, it has very little to do with potentially harming civilians and more to do with her generally reckless and unhinged behavior threatening her safety, her tactics, and her connection to current/possible allies.

But that just isn't true. Britain bombed Germany first. On three occasions, Germany sought peace and didn't retaliate and each time, Britain responded by bombing German civilian areas on German shores. 3 times! Germany then responded with bombing Britain.

Britain and France declared war on Germany, not the other way around and neither declared war on the Soviets to attack Poland. After the war, Poland was simply given over to the Soviets along with half of Europe.
