The only way to win is a pitched battle. Once your army is inside and surrounded, it can't march out in formation, so you can't really win. You can try to outlast a siege if you expect a relief force, or you expect the attacker to get frustrated after a few weeks and move on to some other city. Also as a last resort when surrender is not an option and with the full understanding that you will eventually all be killed. It makes perfect sense to fight especially since only a half of Dany's army is there yet. There's a ton of things in GoT to complain about but this one is not one of them.

Except King's Landing is a port city and Euron controls the sea. Cersei doesn't give a fuck about the people who live there so there's no reason they wouldn't stay put and just try to outlast a siege. Especially since the ballistas appear to be very effective
