Or, you know, just not do it at all, because the first one's success was a massive fluke mainly fueled by the 3D gimmick, and the fact that it was the first real movie by the Terminator/Aliens/Titanic guy in over a decade by that point.
Avatar was a flash in the pan because of he new technology. What new gimmick could they pull out of their butt this time?

They don't have a gimmick. Going above 24fps was tried with The Hobbit and that turned out to be a dud.
One idea might be watching the movie in VR, but the technology hasn't gone far enough yet to be used for such things (screendoor effect and whatnot).
There are no other gimmicks that aren't batshit stupid (smell-o-vision, mist/breeze generators, theater beds, etc).
By setting Avatar 2 underwater, Cameron is banking on the Aquaman audience to pull him through, since historically such a setting does really well at the Box Office as long as the movie is decently made.
