Judging from the trailer footage, the majority of the film seems to take place on Earth, so I'd say the odds of her appearing would be very low, at best relegated to a brief flashback sequence or after-the-credits cameo.
But I expect the after-the-credits scene to reveal Robotnik adjusting to his new life on Mobius, so I'll say they're probably saving her for a potential sequel.
