Not everyone want it and if they do they have to train to use the suits. Remember in IM2 where a slav came out of nowhere and hacked War Machine suit? Or how Tony stressed that his suit would be the only one and no country could catch up? That's basically what Tony wanted: a monopoly on his suit to ensure that assholes wouldn't start a new world war with superior military force.

I didn't even know who this was when I saw it in the theater. I don't know how they handle him in the books, but in the movies he's "America" in the sense that he represents the ideals America was supposedly founded on.
