Ultron was before the 3rd Thor film and Infinity Wars where the weapons where just focusing tools.

Anyone else who is "worthy" enough to lift the hammer also gains the strength and abilities of Thor, but only while they are holding the hammer.

He spoke the words "Whosoever holds this hammer, if he be worthy, shall possess the power of Thor" after his son proved himself unworthy. Those words are depicted as a magic spell which restricted Thor from using his hammer unless he became worthy again. Considering the future plot twist that The hammer helps Thor control his powers then Odin in that scene should have spoken "Whoever holds this hammer, if he be worthy, shall receive aid at controlling their own innate Lightning powers". The only reason he didn't do so was because the writers couldn't predict the shitty plot twist of future movies. You need to be maximum level cuck to pretend the hammer plot shit has consistent foreplanned writing. Odin, when speaking a magic spell to a hammer, completely alone in a room, has no reason misspeak, exaggerate or sugar coat his words. Odin lied to his son about the hammer, either directly or through omission, but when Odin is alone in a room he should speak what is the most logical thing to say. If the purpose of that poignant scene at the start of the first Thor movie is that Thor's hammer will be returned to him after he is worthy then Odin has no reason to simultaneously turn the hammer into a power leeching or power copying tool for non-Thor people.
