He doesn't. I think he praised Tolkien and doesn't see himself as his equal.
I think the only reason he became a writer and tried to emulate Tolkien mainly because he thinks Tolkien was very optimistic in his LotR & talked in utopian ideals. George, I think, said that one of the main motivations behind ASoIaF is that he wanted to write about the gruesome & tedious shades of life that Tolkien obviously avoided.
I don't know if this exist as a definition, though, Tolkien wrote a ”positive” utopian fantasy, while George was bothered & wanted to write a negative utopia.
