He was given control over the North, but everyone in the North fucking HATE Roose and only the fear of being skinned alive by him and his forces, was keeping the North in check, as far as ruling by fear.

Roose however, wanted to permanently solidify the family control over the North. This meant making a deal with Littlefinger to turn on the Lannisters and welcome Sansa back to Winterfell for an arranged marriage with his newly legitimized son Ramsey.

Because if Ramsey married Sansa, then Sansa would effectively "legitimize" the Bolton claim on the North and merge Stark and Bolton into one clan. And that any child Ramsey has with Sansa would have Stark blood and the North would not be able to hold out for a Stark restoration, if the next generation of Starks were born Boltons and under Ramsey/Roose's control.

But Ramsey decided to be a cunt towards Sansa, making her do anal sex and all sorts of sick shit because Ramsey had a psycho cunt girlfriend he liked more than Sansa and basically treated Sansa so badly that she eventually ran and took Theon with her, so that she could raise an army to overthrow the Boltons.
