Americans don't take animation seriously (maybe the west in general). Animation is all Boss Baby to them.
They'll see Pixar movies but with each new project, Pixar moves more towards mimicking reality and not actually creating their own stylized world. Sure it's impressive but you might as well just film the real thing at that point.
They'll also see Disney animated movies because people are zombies and feel compelled to watch them.

A lack of standards directed by consumers, and a lack of talented people (largely because they're not trained well enough, or incentivized enough to be skilled)

Animation is expensive, especially the best kind, and it doesn't have to look very good for most people to buy into it. The artwork can have close to no skill but with enough polish in the right places, the audience genuinely can't tell. So you basically have a group with the largest buying potential (people with shit taste, usually kids nowadays in the west) that is determining the direction of the industry. Because the suits in charge lack any artistic integrity this is seldom a real problem for them, as long as shit gets sold a drop in quality isn't a big issue.

Unfortunately it seems to be an issue in Japan now too, if I'm not wrong there's been a degradation in standards for the past 10-20 years or so.

Because that amount of money would no longer pay for the work Akira required. Your argument is that you could take $20mm USD over to Japan right now and get something on the level of Akira made again. You can't. Salaries have grown, and you wouldn't be able to raise that kind of capital for feature-length anime in the first place. It's actually kind of crazy they were able to do so for Akira, and kind of crazy that it actually turned out to be profitable.

That movie was animated at 24 frames per second. Most animation is half that framerate, 15 frames or so. Akira doubled the production budget but looks amazing. The reason why no one else does that is because it's too expensive. No one does traditional animation at all anymore because it's so expensive. Everything is done on computers now. Akira was also full animation. Almost all animation these days is limited animation. Again, that's no longer practiced because it's too expensive. So there's your reason.

If you like Akira check out Venus Wars. The story is nowhere near as good but the animation is pretty kino.

Unironically, Newgrounds has negatively affected the animation industry in America.
If you weren't around for it, Newgrounds animation was huge. The popular ones were getting millions of views and even shitty ones were getting tons of views.
Don't get me wrong, there was a lot of good stuff on there. The problem is is that the style was good for short form videos and not full length features or series.
So we have an entire generation of animators extremely good in a very niche style.
Think about it. Adventure Time, one of the most popular animation series of the past decade, is short form and very clearly influenced by Newgrounds.

You realize Akira was animated at 24 cells per second where as most anime and western animation is only 12 cells per second?

If you're really into the animation aspect of Akira, then you should check out Spriggan.
A film very few westerners have seen. It has superb animation and the story definitely has some similarities to Akira.
When it came out in '97 (I think), the marketing strategy in Japan was to call it Akira 2.0. That should give you some idea of what you're in for.
