They clearly didn't want Thor to go weaponless given how quickly he got his axe and how quickly he got his hammer back in Endgame so why did he lose it in Ragnarok? They should have made it's loss temporary in Ragnarok and made him punished Thor who can no longer pick up the hammer out of guilt for not being able to stop Thanos, not being able to undo the snap, and not being able to protect his people. By the end he gets his hammer back though
