Normally it's pretty obvious that a character meant to resemble a real or existing president would fall short and pull the viewer out because they would look like shit and probably there are legal consequences too if alive. Also idiocracy is in the future so they cant resemble a current president.
The point being that at the time the most opposite character to an existing president was a black man, the easiest way to show that he wasn't supposed to be having a jibe at a real president.
In the world of the film however it makes perfect sense that a big muscle buff guy would be president, probably the colour is irrelevant but let's be honest more likely a black guy is physically fit on average vs white man, look at athletics for example.
Anyone waiting to jump down my throat that a black woman would be more opposite should consider this strength/leadership issue over the first point but it's still worth bearing in mind.

this was interesting, the film was actually pretty political and many of the themes were to do with bush's government and policies, Guantanamo and nat. security etc so it made sense to have him in the movie. saying that the voice (to me anyway) was spot on so it didn't matter that he was otherwise a stranger.
i don't think there was much in white castle/munchies but certainly 3d christmas plays with the 4th wall in the 3d aspect. i'm sure theres parts with doogie insulting the viewer but i cant for the fuck of me remember which one it is.
